An informal courier and support network founded by Torban Tigarian to give young people legal work, income, structure and mutual support.

01 // Organization
A network, not a unit.
Twenty-six runners. Every one known personally.
The active core consists of 26 Street Runners aged 11–19. All know one another and know Torban personally. Some live on the street; others come from poor families or unstable circumstances and use the work to supplement what little income they have.
Dalmeta City is their core territory. Assignments beyond the normal city area are restricted to runners aged eighteen or older.

02 // Operating Rules
Useful work.
Clear limits.
Runners carry legal, physically portable goods: documents, letters, small parcels, food, medicine, daily supplies, replacement parts, technical components and personal belongings. There is no fixed weight limit; the test is whether that runner can carry the item safely.
Weapons, drugs, illegal goods, human transport and knowingly dangerous assignments are prohibited. No assignment is compulsory, and every runner may refuse.

03 // Coordination
Experience stays in the network.
Three former runners support Torban. They are not included among the 26 active members.

- Organization, accounts, community fund, conflict resolution and reports. Calm, reliable and willing to challenge Torban.
- Mattos Dorev // 20
- Administration, formal communication, Upper Levels, bureaucracy and the codes of wealthier circles.
- Akos Pama // 20
- Lower Levels routes, merchant contacts, practical risk assessment and protection of younger runners.
Each payment is divided between the runner’s main share, a small coordination fee for Torban and a contribution to the shared fund. That fund covers food, shelter, medical help, clothing and emergencies.

04 // Public Status
Tolerated.
Not endorsed.
Dalmeta City’s administration knows the network exists and tolerates it because it provides work, routine, income, social ties and a useful local courier service while tending to reduce petty crime.
The runners use ordinary local coms, simple civilian devices, personal messages, direct handovers and the Tigarian shop. Their strength is human connection, not specialist technology.
Daily work makes unusual military movements, roadblocks, guarded buildings and changes in a neighborhood visible. Runners sometimes pass on unusual things they notice in the ordinary course of their routes.
