01 // Independent non-state military community

Valkyries

A sisterhood built around people, not institutions.

Born from flight and survival in the Rift, the Valkyries are neither a state army, a militia nor mercenaries. They are an independent military community whose members choose loyalty to one another and to those the established order has failed.

Their discipline, technical skill and growing operational structure make them more than fugitives. Their insistence that no one is expendable makes them a direct challenge to the systems they escaped.

02 // Settlement-wide military institution

Helika Defence Force

One institution on paper. Many regional loyalties in practice.

The HDF is the Settlement’s oldest surviving military institution and the common framework beneath its local defence forces. It remains formally a single Settlement-wide force, built to protect worlds, infrastructure, borders and transport routes.

Political fragmentation has made that unity unstable. HDF formations are increasingly shaped by their home systems and dynasties—so forces carrying the same name can serve different interests, and can even meet one another in battle.

Raiders

Soldiers without a state.

The Raiders are not a loose label for unrelated bandits. Most are former HDF soldiers, MechWarriors or militia who deserted as corruption hollowed out the institutions they served.

They retain command chains, standardized communications, recovery procedures and a distinction between civilian and military targets. Limited equipment and uncertain supply have not erased their professionalism—or their belief that they may still be fighting for something better.

Reconstructed
Order

Control belongs to humanity. The question is which humans.

Founded on Terra after the Apoklysmus, the Reconstructed Order is an old, publicly recognized institution with a concealed internal hierarchy. Its modern doctrine holds that technology must always remain under human control—a position embedded deeply enough in Settlement society to feel less like extremism than common sense.

Under First Protector Krastan Vel Orun, that legitimacy has become political leverage. Membership opens doors, places loyalists in key positions and extends an influence that is institutional rather than conventionally military. The Order’s public doctrine is known. Its inner structure, methods and ultimate reach are not.

Secundarii

Self-designation: Fringers

Not a faction. A population the center has chosen not to reach.

Secundarii is the administrative name for people living beyond direct, dense dynastic control. They retain legal standing, but receive less infrastructure, security, supply and recognition. Across the Fringe, where HDF presence is scarce and authority largely nominal, people live with the practical cost of that neglect.

Fringers are not politically unified and do not share a central command. Their presence here reflects their importance to the human landscape of CYTEFIRE—not membership in a single cause. Nor should they be confused with the Grandi, a smaller movement of people who leave the Core voluntarily.
